લોકપાલ બિલમાં પ્રજાની પીછેહઠ કે શાસક પક્ષની મનમાની?!!

લોકોના ચાહેતા શ્રી અન્ના હજારે, જ્યારે ફરી એકવાર આ બહેરા શાસન ની સામે સત્યાગ્રહ ના હથિયારને હેઠાં મુકવા પડે ત્યારે એમ લાગે છે કે આ સરકાર તો અંગ્રેજો ને પણ સારા કહેડાવે તેવી છે. આ અન્ના હજારેજીની હાર નહીં, પરંતુ પ્રજાની પીછે હઠ છે.એક અબજ ઉપરની આ ભારત દેશની વસ્તીમાં કોણ નથી ઈચ્છતું કે લોકપાલબિલ પાસ ન થાય?(આપણાં નેતાઓને છોડીને!…અને ભાગ્યવશાત કોઇક!!..)આ નેતાઓ જ ઈછ્તા નથી કે આ લોકપાબિલ નો ખરડો પસાર થાય,તે ચાહે શાસક પક્ષ હોય કે ચાહે વિરોધ પક્ષ! તેઓ બંન્ને ઈછ્તા નથી.લોકપાલબિલ સિવાઈની કોઈપણ બાબત કે વાત હોય તો વિરોદ્ધપક્ષ જરુરથી વિરોદ્ધ કરે છે અને શાસક પક્ષના નાકે દમ લાવી દે છે, તો આ બાબતે કેમ ચુપ છે,મેરી ભી ચુપ – તેરી ભી ચુપ!!

                                        

લોકપાલ બિલની લડત વર્ષોથી ચાલી રહી છે. છતાં તે ખરડો સંસદમાં પસાર નથી થઈ રહ્યો તેનું મુખ્ય કારણ છે કે કોલસાની દલાલીમાં સૌ કોઇ ભ્રાષ્ટાચારીઓના હાથ કાળાં રંગથી ખરડાયેલાં છે. નેતા જ નહીં સૌ કોઈ સરકારી અમલદાર કે અધિકારી કે ઈવન નાનો પટાવાળો પણ આનાથી ખરડાય્ર્લો છે, આપણી સિસ્ટમમાં વણાઈ ગયો છે અને તેને જડમૂળમાંથી કાઢી નાંખવા માટે તેને અંકુશમાં લાવવા માટે કાયદો જરુરી છે. અને આ કારણે જ આ ખરડાને પાસ કરનારા પોતે જ તેની અંદર સપડાઈ જાય તેમ છે. માટે જ આવા લોકો લોકપાલ બિલ ને પાસ કરવામાં રસ લેતાં નથી. 

                           સરકારને તો રસ નથી પરંતુ વિરોદ્ધ પક્ષને પણ આમા પાસ કરાવવા માટે નો કોઇ રસ નથી. (નહીં તો સંસદમાં સામ સામે જૂતાં ફેકનારા અને હંગામો કરનારા આ મામલે કેમ હોબાળો મચાવતાં નથી ? તે સવાલ જ આ વાતની સાક્ષી પુરે છે.) જો તેમના (ધારાસભ્યો અને સાંસદોનાં) પગાર ભથ્થાનો વધારો કરતું બિલ કે ખરડો બિના રોકટોક પસાર થાય છે અને લોકપાલ બિલ માટે પ્રજા ટળવળે છે. અન્ના હજારેની ટીમ અને અડ્ધો અડધ ભારત એકવર્ષથી ભુખ હડતાલ (સત્યાગ્રહ) એકવર્ષથી કરે તો પણ સરકારનું કે વિરોધપક્ષનું – તેમના પેટનું પાણી પણ ન ડગે તો આનાથી મોટી આ લોકશાહીમાં શરમની વાત કંઈ હોઈ શકે? !! (શાસક પક્ષનાં કેટલાક નેતા તો જાહેરમાં મિડીયા સામે તેમ પણ કહ્યું કે “અન્ના હજારે સિવાય તેમની ટીમમાં બીજું કોઈ ભૂખે રહી શકે તેમ નથી!!.. એટલે શું તમારો ઈરાદો ભુખે મારી ને નાટક કરવાનો છે?!!શેઈમ.કેટલી શરમજનક વાત છે કે શું બોલનાર ને પોતાને ખબર નથી કે જેની સાથે આટલું મોટું પ્રબળ જન સમર્થન છે, જેની સાથે લાખો લોકો પોતાનો કિંમતી સમય અને નૌકરી ધંધો છોડી ને  જંતર મંતર પહોંચનારી પબિલક નો જુવાળ શું આ લોકો ને નાટક લાગે છે?! શું આ લોકોના આંખ અને કાન ખોલવામાં શું અસમર્થ છે?!!

                          બીજી મહત્ત્વની વાત એ છે કે શ્રી અન્ના હજારેની ટીમની સાથે સાથે એક જ મંચ પર શ્રી બાબા રામદેવની ટીમ કે અન્ય સંગઠનો એક જ સમયે એક જ મંચ પર સાથે જ કેમ સત્યાગ્રહની લડત આદરતાં નથી?!
  -આ એકજુથ થઈને નહીં લડવાની  નબળાઈનો ફાયદો જ સરકાર અને નેતાઓ ઊઠાવે છે. બાકી તાકત નથી કે લોકપાલ બિલ ને પસાર થતું કોઈ રોકે !!

                               હવે જયારે અન્ના હજારજીએ ખુબ જ સમજી વિચારીને નિર્ણય કર્યો  છે, કે ચૂંટણી લડીને સંસદ માં જવાનો તો તે એક સારી તક આપ સૌ માટે ની કે એક સારી આપણી ખુદની ભ્રાષ્ટાચાર મુકત સરકાર આપણને આ નવી ચુંટણી દરમીયાન આપણને મળે અને આ આખો ભ્રષ્ટાચારી તખ્તો પલટી જાય અને સાચા અર્થમાં પ્રજા દ્વારા ખુદની લોકોની સરકાર એટલે કે લોકશાહી મળે તે હવે આપણાં – મારા તમારા હાથમાં છે. આ પ્રજા ઉત્તરપ્રદેશની ચુંટણીમાં તેનો જુસ્સો બતાવી દીધો  છે, અને તેમના ગઢ ગણાતાં મતવિસ્તારોમાં તેમના ગઢ પ્રજાએજ તોડીને તેમના અહંકારને સિકસ્ત આપી છે અને છતાં આંખો નહીં ખોલનાર આ સરકારની આંખો મતદાન વખતે હવે પ્રજાએ ખોલવી જ રહી.

એશિયાના સૌથી મોટા અને સૌ પ્રથમવાર સૌર ઉર્જા દ્વારા વિજળીનું ઉત્પાદન કરવાનો શ્રેય ગુજરાતના ફાળે. અને આ સિધ્ધી માનનીય શ્રી મુખ્યમંત્રી શ્રી નરેન્દ્ર મોદી ના કારણે છે. આજે આપણે સમાચારોમાં જોઈએ જ છીએ કે હાલ માં મહારાષ્ટ્રમાં કોલસાની અછતના લીધે કેવી વીજ કટોકટી ઊભી થઈ છે? તેમાં શ્રી નરેન્દ્ર્ભાઈ મોદીએ પોતાની મેઘાવી આને દીર્ઘ દ્રષ્ટ્રીનો ઔર એક પરચો આપ્યો છે. આ વિટંબના અને કટોકટી ગુજરાતમાં ભવિષ્યમાં ઊભી ના થાય તે માટે તેમને દીર્ઘ દ્રષ્ટ્રી વાપરીને ગુજરાતને આ ભવિષ્યમાં ઊભી થનાર કટોકટી ની સ્થિતીમાંથી ઉગારી લીધું છે.
Moserbaer કંપની દ્રારા નિર્મીત સૌ પ્રથમવાર ૩૦મેઘા વૉટ પાવર પ્લાન્ટનું ઉધ્ઘાટન માનનીય મુખ્યમંત્રી શ્રી નરેન્દ્ર મોદીના હસ્તે તારીખઃ ૧૪/૧૦/૨૦૧૧ ના રોજ ગુંઠાવાડા ગામે, જિલ્લોઃ બનાસકાંઠા મુકામે થયું. જેની નોંધ માત્ર ગુજરાતી ટીવી9 ચેનલે લીધી. ઐતાહાસિક સીમા ચિહ્ન જેવા આવા ગૌરવશાળી પ્રસંગની કોઈ ચેનલ કે અખબારે નોંધ શુધ્ધા ના લીધી તે એક આચ્ચર્યની અને અચરજ ભરી વાત કહેવાય?!! કેમ આવું? એટલા માટે કે આ ગૌરવ ગુજરાતના ફાળે ગયું છે તેથી?

૩૦મેઘા વૉટ ના આ પાવર પ્લાન્ટ થી ૫૦૦૦૦ ઘરો ને વિજળી ઉપ્લબ્ધ થશે. થર્મલ પાવર થી આટલી વિજળી ઉત્પન્ન કરતા જે ૫૦૦૦૦ ટન કાર્બન ઉત્પન્ન થાત તેમાં થી મુકિતી. અને ગ્રીન સોલારનો આ સફળતાપુર્વક સુર્યના કિરણોમાંથી વિજળીથી લાખો ચહેરા પર ખુશીઓ અને અનેક ઘરો વિજળીની રોશનીથી જળહળી ઉઠશે. ગુજરાત ગોબરગેસ થી બાયોગેસ ઉત્પન્ન કરવામાં એશિયાનો પ્રથમ પ્લાન્ટ માત્ર ગુજરાતના કાકોશી નજીક મેથાણ ગામે આવેલ છે. અને આવી જ બીજી સિધ્ધી પણ ગુજરાત ના ફાળે જાય છે. અને આવા ઘણાં સોલારપ્લાન્ટો ગુજરાતમાં ચારણકા (વારાહી) 500MW, ઉપલેટા-ઉડું 135MW, પોરબંદર45MW, વીરમગામ30MW, ડીસા નજીકા ખીમત 30MW માં હાલમાં કામ ચાલું જ છે. તેનાથી હજારો લોકોને રોજગારી મળશે. અને ગ્રીન એન્ર્જી મળશે.મુખ્યમંત્રી શ્રી નરેન્દ્ર મોદીએ તો કહ્યું જ છે કે ગુજરાત વિશ્વમાં સોલાર હબ બનશે. અને ગુજરાત સોલાર દ્વારા 5000મેઘા વૉટ વિજળી ઉત્પન્ન કરવાનું ટારગેટ રાખેલ છે.

જનલોકપાલ બિલ આંદોલન ની જીત એટલ જનતાની જીત, સત્યની જીત, આન્ના હજારેની જીત…! ભ્રાષ્ટાચાર સામેના આંદોલન ના મંડાણ..જાગો યુવા જાગો…!!

જનલોકપાલ બિલ આંદોલન ની જીત એટલ જનતાની જીત, સત્યની જીત, આન્ના હજારેની જીત…! ભ્રાષ્ટાચાર સામેના આંદોલન ના મંડાણ..જાગો યુવા જાગો…!!

મારા વાચક મિત્રો,
મેં ઘણા સમયબાદ આજે કલમ ઉપાડી છે,અને ઉપાડવી પડે તેમ છે, કેમકે આ લખાઈ રહ્યું છે ત્યારે આખો દેશ ભ્રાષ્ટ્રાચાર સામેની લડત ના પ્રથમ પાયા સમાન જંગમાં જનતા જનાર્દનની જળહળતી જીત થઈગઈ છે.
આજે અન્ના હજારે સાહેબે યુવા રોજગાર માં લખેલ મારા આગઉના વિચારો અને ફિલોસોફી ને સાબિતી સાથે ફરી એકવાર ગાંધી ચિંદ્યા માર્ગે સત્યાગ્રહ ના બુઠા થતા શસ્ત્રને ધારદાર કરી ને બતાવી દિધું છે કે તે કેટલું આજે પણ ધારદાર છે.
યુવાનો ને પણ શરમાવે તે રીતે ૧૩ દિવસ સુધી અનશન-ધરણા ધરી ને જડ સરકારને નમાવી દિધી. શ્રી બાબા રામદેવજી ના ધરણાં કાર્યક્ર્મને નિષ્ફળ બનાવીને સરકાર ને ફાંકો હતો કે આને પણ એજ રીતે ડરાવી ધમકાવી પોલીસ ની બીક બતાવી ને દબાવી દઈશું.
અને તે પ્રમાણે શરુઆતમાં જ પોલીસ તેમની ધરપકડ કરી પણ ખરી પરંતુ જનતા નો જુવાળ અને રુખ જોઇને સરકાર એક પછી એક હથિયાર હેઠાં મુકવા લાગી..કેમકે અન્ના નો અવાજ જનતાનો આવાજ…જનતાનો આવાજ એજ જનતાનો આવાજ… દરેક હિન્દુસ્તાની નો ગુંજ અને નારો એક જ “મેં અન્ના હું”…આ છે જનતાનો જુસ્સો અને માંગ….સત્ય, સાચી અને વાજબી માંગ, આંદોલન નો ઉદેશ એકદમ વ્યાજબી, આ ભારતમાં ભ્રષ્ટાચાર નષ્ટ નાબુદ થઈ જાય તે માટે ની લડત, છ્તાં સરકાર વિરુદ્ધ્ કરે છે? આ લોકપાલ બિલ નો શરેઆમ વિરુદ્ધ કરી ને જનતા ની બહુમતી ના સામે થવાનું દુંઃસાહશ કરવાનું?! શા માટે?! “-એટલા માટે કે ભાઈ અમે તો ખુદ ભ્રાષ્ટાચારી છીએ અને રહેવાના, માટે જ આમે લોકપાલ બિલ ને પસાર થવા દેતા નથી.” આવું જ લાગે. કેમકે સરકારને તો વિરુદ્ધ કરીને વર્ષોથી આ બિલને આ તે બહાને ટલ્લે જ ચઢાવ્યું છે. કેમેકે તેમને ખબર છે કે જો આ બિલ પસારે થશે તો ખુલ્લે આમ થતા કરપ્શન કરવા માટેની ગતિમાં ક્ંઈક અંશે રોક લાગી જાય. કટકી કરવા મળે નહીં, બિલ પાસ કરી ને કયો રાજકારણી કે નેતા પોતાના જ પગ પર કહુડી મારે?! તે તો બસ પોતાનું જ હિત જોવે ને! પ્રજાનું હિત થોડા જોવાના?! બસ બિલ આજ સુધી વિલંબમાં પડવાનું કારણ જ આ છે. પરંતુ તેમને શું ખબર કે આજે પણ ગાંધી આપણાં દિલમાં વસે છે…તે દિલમાંથી પોકારે છે આ અન્યાય સામે…અને અન્ના હજારે જેવા વિરલાઓ પોકારને બહાર લાવી ને બુલંદ બનાવે છે..,
તેનું ઉત્તમ ઉદાહરણ લાલુ પ્રસાદજી છે, અન્ના હજારેજી ને તેઓ બેવ્ફૂફી ભર્યો સવાલ કરે છે મિડીયા ના દ્વારા કે “કોઈ પણ આદમી અનશન દરમિયાન તેર તેર દિવસો સુધી ખાધા-પીધા વગર આટલી સ્ફૂર્તિમાં કઈ રીતે રહે, તેની ડોકટરો દ્વારા તપાસ કરવી ઘટે!!”
પબિલ્સીટી માટે આવા ગતકડાં કરતાં નેતાને બે જૂતાં મારી ને બતાવું જોઈએ કે આખા દેશની પ્રજા ગાંડી નથી. હજુ પણ આવા લોકોને આક્કલ આવતી નથી કે પ્રજા જેમની સાથે છે તેની સામે હું શું અનાપ-સનાપ બફાટ કરું છું?! જોકે આન્નાજીએ તેનો જડબાતોડ જવાબ આઅપી દીધો રોકડો જ!…પરંતુ,પ્રજા હિત તરફના ખરડાઓ આવા જ લોકો ના લીધે રોકાઈ છે તેવાત તો નક્કી! હવે અન્નાજી એ પોતાની ફરજ બજાવી…જુસ્સો બતાવ્યો, હવે વારો આપણો છે કે બિલ શરતો સાથે જ કોઇ પણ બાંધછોડ વગર સંશદમાં પસાર થાય તે હવે આપણે જુવું રહ્યું, એટલું જ નહીં, પરંતુ બિલ પાસ થયા પછી તેનો ઉપયોગ પણ કરવો જ રહ્યો, તે માત્ર કાગળ પર નો જ કાયદો બની ન રહે તે જોવાની ફરજ આપણી…જયહિંદ…ભ્રાષ્ટાચાર ની લડત ની આ પ્રથમ આઝાદી તમને સૌ ને મુબારક આને અન્ના સાહેબ ને યુવાનો તરફથી સો સો સલામ…ભ્રષ્ટાચાર સામે નું આંદોલણા ચાલુ રાખો…લાંચ-રુશ્વત ન આપી ને કે ન લઈ ને આ લડતને તમે ટેકો આપો…જ્યહિંદ…જ્યભારત!!!
